This document is issued after the Labour Office has conducted an economic needs test to verify whether there is a shortage of work force in a specific region, and whether foreign nationals can be employed to respond to the market needs. The test is carried out before an employer submits an application for a work permit or for a temporary residence and work permit for a job candidate who is a foreigner.

As part of the economic needs test, the employer is required to publish the relevant job offer in which they must specify the type of work, required qualifications, salary, and other conditions of engagement. Next, for a period of 14 days, the Labour Office collects information from individuals interested in taking employment in the relevant region in order to determine whether there local labour market can supply enough work force with appropriate qualifications.

If no candidate for the job is found after 14 days from the publication of the job offer, the employer can apply for the permits in question.
